Yearly inspections are extremely important for bleacher and athletic equipment. It ensures any issues and repairs are caught early - saving both time and money not to mention potential injuries!
To ensure continued optimum performance, it is important to understand the current bleacher safety requirements imposed by the state of Pennsylvania. The International Building Code (IBC) and any jurisdiction that has accepted the IBC Code, beginning with the 2003 edition, adopted the requirements of the ICC-300 which includes:

All existing bleacher seating installations shall be inspected and evaluated at least once a year by a qualified person for compliance to the safety and operational requirements of this Code;
2. Where deficiencies are identified, the Owner is responsible to abate the unsafe condition to satisfy the Code.
Approval and enforcement is the responsibility of the local building code officials.
